Airo Service is advising South Florida condominium boards and property managers that the reserve-funding requirements now in force give associations a practical reason to put air conditioning equipment on a documented condition and replacement schedule, rather than addressing it as an emergency when a unit fails.

What changed for associations

Structural Integrity Reserve Study reports were due by 31 December 2025, and mandatory reserve funding began on 1 January 2026. Florida also banned reserve waivers for eight structural components as of that date, meaning boards can no longer vote to underfund those items. Milestone inspections apply to buildings of three or more habitable storeys at 30 years, or at 25 years for buildings within three miles of the coast, and every ten years thereafter.

The combined effect of mandatory reserves, milestone inspections and a difficult insurance market has produced a wave of special assessments across the state, in some cases reported from $10,000 to over $100,000 per unit.

Where HVAC sits in this

“The structural items are now legislated, so boards are planning them properly,” said Roman Shatokhin, Founder of Airo Service. “The mechanical plant usually is not on that list, so it stays invisible until a rooftop unit dies in July and the board has to find the money in a week. That is the most expensive possible way to buy equipment.”

Airo Service notes that coastal exposure compounds the problem. Salt air pits metal and attacks condenser coils, fan motors and electrical contacts, and it routinely shortens service life relative to inland equipment of the same age and specification. An association budgeting on generic national service-life figures will consistently plan short.

  • A replacement horizon per unit rather than a single blanket figure for the property.
  • Refrigerant exposure identified. Equipment still on R-410A faces a rising service cost as that supply winds down, which affects the case for planned replacement.
  • Documented preventive maintenance, which extends service life and provides the paper trail that reserve planning and insurance both increasingly expect.
